County of Santa Barbara Storm Water Management Program
The County's Storm Water Management Program is composed of six elements, or minimum control measures, that are expected to reduce pollutants discharged into receiving water bodies when implemented together. The six elements are:
Public Education and Outreach
Public Participation/Involvement
Illicit Discharge Detection and Elimination
Construction Site Runoff
Post Construction Runoff Control
Pollution Prevention/Good Housekeeping
Because so many diverse factors can dictate the specifics of a Storm Water Management Program, the County has evaluated which Best Management Practices (BMPs) best satisfy each of the six minimum control measures. The County regularly evaluates both current conditions and BMP effectiveness and will update BMPs and measurable goals as appropriate to acheive the objective of meeting water quality standards. If after implementing the minimum control measures water quality is still being impaired, it may be necessary to expand or better tailor BMPs.
